Conformément à la tradition après des élections législatives, la Première ministre, Élisabeth Borne, a remis mardi 21 juin, sa démission à Emmanuel Macron. Mais celui-ci, et c’est une première sous la Ve République, l’a refusée, dans un contexte d’incertitudes sur la suite du mandat.
Après des élections législatives, l’usage veut que le Premier ministre en poste remette sa démission au chef de l’État, avant d’être reconduit dans ses fonctions. Cette « démission de courtoisie » est une manière pour le Président de réaffirmer sa confiance en son Premier ministre, de lui donner une nouvelle légitimité après le scrutin. Sous la Ve République, cette tradition a toujours été respectée. Mais, dans le cas présent, Emmanuel Macron y fait une entorse : il a refusé la démission rituelle d’Élisabeth Borne, plutôt que de l’accepter puis de la reconduire.
