L’Algérie poursuit le processus de transformation numérique par la concrétisation du projet de « gouvernance électronique » en vue de rapprocher le citoyen de l’administration et de mettre fin à la bureaucratie, et ce, à travers le développement du service public grâce à la numérisation des différents secteurs, notamment celui de l’Intérieur et des Collectivités locales, qui est l’un des premiers à avoir atteint cet objectif.
En effet, dans une démarche visant à se mettre au diapason du développement accéléré des technologies de l’information et de la communication, tout en répondant aux exigences des citoyens, le ministère de l’Intérieur, des Collectivités locales et de l’Aménagement du territoire a amorcé le processus de transformation numérique pour mettre fin à la bureaucratie et lever les entraves administratives qui freinent les investissements.
Dans ce cadre, et en application des instructions du président de la République, M. Abdelmadjid Tebboune, au titre du 25e engagement de son programme, à savoir « réaliser une transformation numérique pour améliorer la communication, généraliser l’utilisation des technologies de l’information et de la communication dans les administrations publiques et améliorer la gouvernance du secteur économique », le ministère de l’Intérieur et des Collectivités locales poursuit sa démarche de modernisation des administration publiques et d’amélioration de la qualité du service public.
Ces efforts ont permis de dématérialiser toutes les prestations des services d’état civil et de relier, par fibre optique, tous les sièges de wilayas, daïras, communes et plus de 1500 annexes administratives au siège du ministère de tutelle, avait affirmé le ministre du secteur, Brahim Merad.
De plus, le ministère développe actuellement plusieurs autres systèmes, dont le système d’information permettant d’établir un fichier national des ménages. Ce fichier qui sera opérationnel avant fin 2023 favorisera « un suivi minutieux et continu de la répartition de la population ».
En matière de démocratie participative, une plateforme a été développée afin de permettre aux citoyens de donner leur avis et de participer à la prise de décision, avait souligné M. Merad, estimant que « le principal défi pour les collectivités locales est de réussir à tirer parti de la technologie pour mettre en place un système capable de valoriser les ressources du territoire et de réaliser la complémentarité entre les différents intervenants ».
