« Nous avons reçu l’invitation officielle (…). Et nous avons répondu positivement en disant que nous sommes intéressés par une participation », a-t-il déclaré à la presse. Il a toutefois précisé qu’il restait encore « beaucoup de temps » avant le sommet prévu pour les 15 et 16 novembre, suggérant ainsi que le format de la participation russe pourrait être modifié. « Mais, pour l’heure, l’invitation est (faite) pour une participation en personne », a souligné Iouri Ouchakov.
Jakarta a également convié l’Ukraine en tant que pays invité au sommet du G20. Le président ukrainien Volodymyr Zelensky a répondu qu’il y participerait, au moins par visioconférence.
